what material can be supposed to exist for a further report upon this well-worn subject. What are the facts of the case? Lord Kimberley, in his despatch No.119 of the 11th September, 1882, suggested that in future the
competition for the appointments in question should be limited to persons nominated by the Governor. This suggestion I duly embodied in Regulations, carefully prepared by myself, and by the Executive Council; copies of which
were forwarded to Your Lordship with
my despatch No.101 of the 11th June ultimo. That despatch was written with reference to much previous correspondence on the subject, including, of course, the principal despatch, No.119 of the 11th September, 1880
